WASHINGTON—House Republican Conference Chairwoman Lisa McClain (R-Mich.) released the following statement after the U.S. House of Representatives passed, S.J. Res. 31, overturning the Biden administration’s Major Sources Rule under the Clean Air Act.

The regulation requires industrial facilities that once crossed specific emission thresholds to remain permanently subject to strict regulatory requirements, even if their emission levels later fall below the threshold due to improvement or modernization.

“This rule punishes progress. Manufacturers who make their operations more efficient and reduce emissions should be rewarded, not locked into burdensome regulations based on past performance,” Chairwoman McClain said. “I’m proud to roll back this rule and ensure businesses have the flexibility to innovate without fear of perpetually being punished.”
