				<description>&lt;p&gt;&lt;b&gt;WASHINGTON&amp;mdash;&lt;/b&gt; Today, Representatives Lisa McClain (R-Mich.) and Sam Liccardo (D-Calif.), alongside Senators Todd Young (R-Ind.) and Catherine Cortez Masto (D-Nev.), introduced bipartisan legislation to expand access to low-cost financing for critical community projects across the country.&lt;/p&gt;
&lt;p&gt;The &lt;i&gt;Municipal Investment and Neighborhood Transformation&lt;/i&gt;&lt;b&gt; &lt;/b&gt;(MINT) &lt;i&gt;Act &lt;/i&gt;restores and makes permanent authority for Federal Home Loan Banks to support tax-exempt municipal bonds used to finance essential housing-related infrastructure projects such as water systems, sewer upgrades, hospitals, and schools. This authority previously existed from 2008 to 2010 and helped finance nearly $4 billion in local projects before expiring.&lt;/p&gt;

&lt;p&gt;The MINT Act allows community banks to partner with their regional Federal Home Loan Bank (FHLBank) to obtain a standby letter of credit backing municipal bonds. Because FHLBanks maintain strong credit ratings, this backing lowers borrowing costs for local governments. Importantly, FHLBanks are privately capitalized cooperatives, and the legislation does not create a federal guarantee or taxpayer liability.&lt;/p&gt;

&lt;p&gt;The funding supports local priorities including infrastructure improvements, public safety enhancements, and economic development initiatives that directly benefit residents and businesses across the district.&lt;/p&gt;

&lt;p&gt;Below is a list of community projects Chairwoman McClain secured funding for:&lt;/p&gt;

&lt;li&gt;Bad Axe: $750,000 for installing new water, storm, and sewer mains along Silver Street to Liberty Street.&lt;/li&gt;
&lt;li&gt;Brown City: $2 million to replace old and outdated sewer and storm water lines throughout the community.&lt;/li&gt;
&lt;li&gt;Chesterfield Township: $2 million to replace 4,900 feet of water main along Jefferson Avenue and 1,200 feet of water main along William P. Rosso Highway.&lt;/li&gt;
&lt;li&gt;Fort Gratiot: $1 million to install a new 6,000-foot sewer line to serve 90 homes and a church.&lt;/li&gt;
&lt;li&gt;Harbor Beach: $2 million to replace 6,000 feet of water main which provides water service in the city and five adjacent communities.&lt;/li&gt;
&lt;li&gt;Imlay City: $1.75 million to replace existing lead service lines, water mains, and sewer mains along 4th Street.&lt;/li&gt;
&lt;li&gt;Independence Township: $1 million for water main replacement on Maybee Road.&lt;/li&gt;
&lt;li&gt;Lapeer County: $3.1 million to resurface Silverwood Road from Clifford Road to Castle Road for a total of six miles.&lt;/li&gt;
&lt;li&gt;Millington: $1 million to replace aging water and sewer infrastructure and repave roads that will be torn up to repair the infrastructure.&lt;/li&gt;
&lt;li&gt;Oakland County: $750,000 to extend sanitary drain sewer access to four communities in northwest Oakland County.&lt;/li&gt;
&lt;li&gt;Reese: $960,000 to install a new drain system from M-81 to the country drain, mitigating flooding downtown and preventing sewer overflows.&lt;/li&gt;
&lt;li&gt;Sandusky: $925,000 to replace the City's undersized water main, install fire hydrants, and drill a new production well to provide residents with safe and reliable water service.&lt;/li&gt;
&lt;li&gt;St. Clair Township: $1.2 million to rehabilitate three sanitary pump stations and address ground movement near a fault line.&lt;/li&gt;
