WASHINGTON—The 21st Century ROAD to Housing Act, bipartisan housing legislation led by House Committee on Financial Services Chairman French Hill (R-Ark.), is now law.

The bill package includes two provisions championed by House Republican Conference Chairwoman Lisa McClain (R-Mich.) to expand housing supply and give Michigan families more affordable housing options.

“Michigan families should not have to give up on homeownership because there are not enough homes available or because outdated federal rules make ownership more expensive,” Chairwoman McClain said. “My Modular Housing Production Act and Build Now Act tackle both sides of the problem. They help communities build more homes and remove financing barriers that stand between families and a home they can afford. These are practical reforms that will give Michigan families more choices and a better chance to achieve the American Dream.”

The new law includes provisions from Chairwoman McClain's Modular Housing Production Act to modernize federal financing policies for modular and factory-built homes. The changes help remove outdated barriers that can delay construction and increase costs for homebuyers.

It also includes provisions from Chairwoman McClain's Build Now Act to establish a pilot program that rewards participating communities for expanding housing development. The program gives local leaders additional tools to increase housing supply and create more opportunities for families to purchase a home.

The broader law removes federal barriers to housing construction, updates housing programs, and limits competition from certain large institutional investors in the single-family housing market.

House Passes Chairwoman McClain’s Common Cents Act to End Wasteful Penny Production

WASHINGTON—Today, the House of Representatives passed House Republican Conference Chairwoman Lisa McClain's (R-Mich.) Common Cents Act. This legislation permanently ends production of the penny for general circulation.

“Washington has a spending problem, and it shows up in places big and small,” Chairwoman McClain said. “If the federal government is spending nearly four cents to make a penny worth one cent, something is broken. House Republicans are proving that common sense still has a place in government by cutting waste and protecting taxpayer dollars.”

President Trump directed the Treasury Department to end production of new pennies after the cost of producing each coin reached 3.69 cents. The Common Cents Act permanently codifies that policy while allowing the U.S. Mint to continue producing limited collectible pennies. Existing pennies may still be used for all cash transactions, and businesses may continue providing exact change. Payments made electronically, by credit card, check, gift card, or other non-cash methods are still charged to the exact cent.

The legislation establishes a national framework for cash transactions when exact change is unavailable. It also authorizes the Treasury Department to use a lower-cost composition for the nickel if testing demonstrates it reduces production costs without significantly affecting coin-operated machines.

Chairwoman McClain Helps Secure Better Deal to Open Gordie Howe International Bridge

WASHINGTON—Today, House Republican Conference Chairwoman Lisa McClain (R-Mich.) announced new details on the deal to open the Gordie Howe International Bridge on July 27. McClain joined President Donald Trump and Commerce Secretary Howard Lutnick as the administration negotiated better terms for the United States.

“We took a bad deal and turned it into an economic opportunity for Michigan and the entire country,” Chairwoman McClain said. “I am proud to have worked with President Trump and Secretary Lutnick to get this bridge open while securing a better deal for the American people. The Gordie Howe Bridge will strengthen Michigan’s economy and keep trade moving across our northern border. I will remain directly involved as we put these new resources to work creating jobs and expanding economic opportunity in Michigan.”

Under the old deal, the United States wouldn't see a single penny in toll revenues for at least 50 years. Under the new agreement, the United States will receive half of the bridge’s revenue after operating costs for 15 years and will have a say on toll changes. The agreement also establishes a 15-year economic development fund tied to bridge revenue. Those revenues will flow to the federal government, and McClain will work with the Trump administration to ensure the resulting investments support economic development in Michigan.

The six-lane bridge will provide a direct connection between Interstate 75 and Ontario’s Highway 401. It will also include the largest land ports of entry on the U.S.-Canada border. The new crossing is expected to reduce congestion, shorten trips for commercial traffic, and save the trucking industry an estimated $2.3 billion over 30 years.

Chairwoman McClain Hosts Trump Accounts Forum to Help Families Plan for the Future

Trump Accounts are federally authorized, tax-advantaged investment accounts for children under 18. Parents and guardians manage the accounts until their children reach adulthood to help build long-term financial security.

“It’s extremely weak and pathetic. Thank God my children didn't go to your school.”

That’s what I told Loudoun County, Virginia, Superintendent Aaron Spence when he tried to hide behind legal jargon, erroneous district policies, and a pattern of excuses when confronted about the sexual harassment and administrative misconduct occurring under his watch.

It’s a recurring story from across the country; school officials are turning classrooms into ideological battlegrounds. They are not asking parents for permission or giving them basic notice when discussing controversial materials. They are forcing their radical agendas, hiding the damages, and punishing parents and students who speak up. In some cases, they are allowing and helping children to “transition” genders without parental involvement or knowledge.

It’s not education. It is taxpayer-funded indoctrination.

At a recent House Education and Workforce Committee hearing, I pressed Dr. Spence about reports that male students at his school reported being filmed in a boys’ locker room by a female student who claimed to be a male. Loudoun retaliated and gave the boys a 10-day suspension, a harsher punishment than the student who was filming them.

That should outrage every parent in America. It infuriates me. This case was never about student safety. It was an institution defending itself from the repercussions of its own bad policies. In the world of radical school administrators, the student who questions the agenda becomes the problem. The policy is protected. The child is not.

When Seth Wolfe's son was victimized in the Loudoun locker room incident, he expected school officials to stand up for the students. Instead, Wolfe watched the children, who should have been treated with compassion after being sexually harassed, become the targets. He argued that the boys were effectively forced to choose between staying silent or facing punishment for standing up for their rights. Loudoun parents have been warning about this for years.

Ian Prior, a Loudoun parent and attorney who has spent years fighting the district, argues that one of the school district’s biggest deceptions was convincing parents that controversial policies were somehow required by law. School officials claimed they had no choice but to conceal information from parents, allow biological males into female spaces, and treat objections as discrimination. Prior repeatedly challenged them to point to the law requiring any of it. They couldn't—because what parents were witnessing was not a legal necessity, but a political agenda dressed up as compliance.

Then there’s Elicia Brand, a mother of three and founder of Army of Parents. Elicia says she never intended to become an activist until she started asking questions about the woke ideology in which the school tried to indoctrinate her children. Instead of getting answers, she became a target; activists put her on what she described as a political hit list, anonymous callers made nearly 80 threatening phone calls, and police sat outside her home for weeks. Her offense was not misconduct or extremism—it was demanding transparency from a school system that seemed more interested in protecting controversial policies than answering parents' questions.

The list of parents failed by Loudoun County schools doesn’t end there. Tumay Harding spent 17 months battling Loudoun County after her daughter and three other girls reported sexual harassment and sexual assault by a teacher. School officials refused to open an investigation, repeatedly tried to force parents to drop their inquiries, and forced families into a lengthy appeals process before an outside reviewer finally concluded that misconduct had occurred. While administrators protected the offender, her daughter could not return to school and lost an important childhood experience.

Tragically, Loudoun is not an isolated case. In Montgomery County, Maryland, parents had to go all the way to the Supreme Court after the school system stopped allowing children to opt out of LGBTQ-themed book readings in elementary school.

In Chicago, school officials adopted policies that allow students to be addressed by new names and pronouns without parental consent. They also introduced children to gender identity concepts and discussed puberty blockers by fifth grade.

San Francisco has taken the same path. District policy allows students to use facilities and participate in programs that align with the gender they identify with that day, while restricting disclosure of a student’s gender identity to their parents.

Whether parents agree with those ideas or not is beside the point. The real question is why school administrators believe they should be making these decisions while parents are left in the dark.

This is the Left’s education playbook. Force the ideology early. Keep parents at arm’s length. Call objections bigotry. Punish the people who refuse to play along.

Public schools are not taxpayer-funded laboratories for adults who want to run social experiments on other people’s children. That is not education. It is institutional indoctrination masquerading as progress. House Republicans are not going to shrug while this happens.

We passed the Parents Bill of Rights because families deserve to know what is being taught, see reading materials, review budgets, and speak at school board meetings without being treated like criminals. We also passed the Protection of Women and Girls in Sports Act because young women deserve their own spaces in which to compete and change clothes.

Most importantly, we passed the Stopping Indoctrination and Protecting Kids Act, which prohibits federal funds from being used to promote gender ideology in schools and requires parental consent before a school can change a child's name, pronouns, or access to sex-specific facilities. All of these pieces of legislation support common-sense concepts with which most parents agree. All of them were ferociously opposed by Democrats.

We will keep passing legislation to drag these policies into the daylight, because secrecy is the oxygen that radical, leftist ideologies need to survive. Schools have one job: to educate children. Not to politicize them. Not to hide them from their parents. Not to turn childhood into an ideological battleground. It’s not complicated. It only seems complicated to administrators who have grown comfortable hiding behind bureaucracy.

This is about who gets to make the most important decisions in a child’s life. House Republicans will keep fighting until every school district in America knows that parents are the ultimate decision-makers. It’s common sense.

Chairwoman McClain Hosts Michigan Roundtable on Manufacturing, Aerospace, and Workforce Development

MICHIGAN – On Thursday, June 18, House Republican Conference Chairwoman Lisa McClain (R-Mich.) hosted a roundtable at the Orion Township Municipal Complex with Boeing and Michigan-based suppliers to discuss the Artemis program, America's space industrial base, aerospace manufacturing, workforce development, and economic growth.

Participants included Joel DiGrado of Boeing alongside leaders from Baker Industries, Titanium Processing Center, Advanced Integration Technology, Futuramic, Accurate Tooling Solutions, Models & Tools, Legacy Industries, Visioneering Inc., and Weldaloy Specialty Forgings.

Following NASA's Artemis missions, Boeing and its Michigan-based suppliers continue supporting the Space Launch System (SLS). Thursday's discussion focused on how space and defense programs create jobs, strengthen the supply chain, and expand economic opportunity across Michigan.

Chairwoman McClain Meets with Deployed Service Member Criticized by School Board While Serving Overseas

MICHIGAN – House Republican Conference Chairwoman Lisa McClain (R-Mich.) met with Master Sergeant Raymond Stier and his family after he faced criticism from members of the Richmond Community Schools Board of Education while deployed in the Middle East.

During the meeting, Chairwoman McClain presented Stier with an American flag flown over the U.S. Capitol and a Congressional Record statement recognizing his service to the country and the Richmond community.

“When a service member deploys overseas to defend this country, the appropriate response is gratitude—not attacks, and certainly not demands that they step aside.” Chairwoman McClain said. “Ray Stier was serving his country in the Middle East and still waking up at 3 a.m. to serve his community back home. Meanwhile, keyboard warriors sat safely behind their screens attacking a man who was answering his nation's call. Michigan should be proud of Ray Stier, and anyone who called his service a ‘disservice’ owes him, his family, and this community an apology.”

During Stier’s deployment, he attended board meetings virtually until operational demands temporarily limited his ability to participate. Some board members later criticized his absence as a “disservice” and suggested he should have resigned before leaving for deployment. It is important to note that the seat sat vacant longer before Stier's appointment than it did while he was unable to attend meetings during his deployment.

"My goal is to continue being an advocate for the community,” Ray Stier said. “One of the good things that I think came out of this was that it got so much attention that community members were made aware of the dynamics that were not being brought to light."

Amy Stier, Ray’s wife, became a leading voice in defending her husband’s service while he was deployed. Their daughter, Easton, also spoke at multiple Richmond Community Schools Board of Education meetings in support of her father.

“When I heard it, I was very upset,” Amy Stier said. “I felt it was disrespectful that they talked about it and admitted they talked about it. I got a text from Ray that he was currently under attack where he was at and had just found out he was being attacked on the home front as well.”

Stier returned home from deployment on May 18 and attended a school board meeting in person later that same day. He has continued serving on the board and advocating for Richmond families.

And the fight has really been to try and get them to comply with the law... The pillars of Loudoun County Public Schools, as somebody that has fought them in court and outside of court, are illegality, ideology, and incompetence... Somebody tell me where in the law it says that a boy who claims to be a girl has greater rights in a girl's restroom than a girl. It does not exist. In fact, that is sex discrimination against the girl... There is no justification whatsoever for turning a once great school system into what it is now, which is a social experiment that is dangerous, reckless, and shuts parents out of the equation.”

Chairwoman McClain Delivers Receipts on Tax Cut Beneficiaries in New Op-Ed

Every year, Americans get the most objective report card in politics: a tax return. And this year, according to new numbers from the U.S. Department of the Treasury, the receipts didn’t lie. For months, Democrats told Americans that the Working Families Tax Cuts were a giveaway to the rich. They said it would not help working people. They said it was about corporations, not families. Then Tax Day came.

The truth is now sitting in bank accounts across the country. The average refund this filing season was over $3,200, 11 percent higher than last year and nearly 20 percent higher than the average refund over the previous four years. That is not a tax cut for the rich. That is a car repair. A grocery bill. A utility payment. A little breathing room for a family that needed it. It is relief that every single Democrat voted against.

Instead, every single Democrat voted to raise your taxes. Democrats said this bill would not help working Americans, but the receipts show that 97 percent of filers received a tax cut they would not have received without President Trump’s extension of the 2017 tax cuts. More than $82 billion has already been returned to the American people through the Working Families Tax Cuts.

Democrats said this was only for the wealthy, but, again, the receipts tell a different story. Ninety-six percent of filers receiving a tax cut earned less than $200,000. Nearly 70 percent earned less than $100,000. Democrats said this was about corporations. Wrong again. Seven and a half million workers claimed No Tax on Tips, with an average deduction of more than $7,000, and 29 million American workers claimed No Tax on Overtime, with an average deduction of more than $3,100.

Democrats said seniors would be left behind, but the receipts say more than 35 million seniors claimed the enhanced senior deduction, with an average deduction of more than $7,500. Democrats said families would not benefit, but the receipts say nearly 40 million families claimed the enhanced Child Tax Credit.

Democrats said this would make tax filing harder, but the receipts say more than 127 million filers, or 90 percent of all tax filers, claimed the permanently doubled standard deduction, with no extra paperwork. Democrats said American families would not see meaningful relief, but the receipts say more than 1.4 million filers claimed No Tax on Car Loan Interest on new American vehicles, with an average deduction of more than $1,800.

Democrats said Republicans were not investing in the next generation, but the receipts say more than 5.5 million Trump Accounts have already been opened, with 1.4 million eligible for the $1,000 pilot program contribution. Democrats said small businesses were not the focus, but the receipts say nearly 12 million small business owners are seeing an average of $7,000 in tax relief.

Here is the part Democrats cannot spin: Every single Democrat in Congress voted against it — every single one. They voted against No Tax on Tips. They voted against No Tax on Overtime. They voted against tax relief for seniors. They voted against bigger refunds for families. They voted against relief for small businesses.

And if Democrats had gotten their way, Americans would be staring down a 22 percent tax hike right now. That would have meant nearly $5 trillion more taken out of Americans’ pockets and sent to Washington. House Republicans said no.

We passed the Working Families Tax Cuts because we believe the government does not build prosperity. The American people do. So the next time Democrats say this was a tax cut for the rich, tell them to look at the receipts, because they tell a different story. They tell the story of a waitress keeping more of her tips. A factory worker keeping more of their overtime. A senior keeping more of their Social Security. A family getting a bigger refund. A small business owner finally having room to grow. That is who Republicans fought for; that is who Democrats voted against.

This Tax Day, the receipts didn’t lie.

Memorial Day reminds us of the price of freedom. This weekend is a time to remember the Americans who gave everything, and to sit with the terrible weight of what freedom costs. It is also a time to keep faith with the men and women who served beside them. Veterans do not need another round of polished speeches from politicians who forget them after the wreaths are laid.

For years, former servicemembers watched Washington move faster for almost every political priority except them. The same bureaucrats who always found money and urgency for illegal immigrants and climate programs told veterans to wait in line.

During the Biden Administration, the VA’s benefits claim backlog rose 24 percent. Under President Trump, it has fallen 63 percent. That contrast says a lot about the different priorities driving Washington today.

House Veterans’ Affairs Republicans advanced the Veterans ACCESS Act to give veterans more control over where they receive care. Every Democrat on the Committee voted against it.

The Sharri Briley and Eric Edmundson Veterans Benefits Expansion Act would increase support for disabled veterans and the surviving families of fallen service members. It shouldn’t be a controversial piece of legislation, yet almost every Democrat on the House Veterans’ Affairs Committee voted against it.

A bill to help severely disabled veterans and Gold Star families came before Congress, and Democrats found a reason to vote no.

The same divide is evident when it comes to our servicemembers rights. The Biden Administration discharged more than 8,700 servicemembers under its COVID vaccine mandate, all during the worst recruiting crisis in decades. Republicans fought and won to end the mandate and reinstate those troops with back pay and full rank.

We are now also fighting to protect veterans from losing their 2nd Amendment rights simply for using VA benefits. For years, veterans who needed help managing their finances could be reported to the federal background check system without due process. Republicans are advancing legislation to ensure the men and women who defended the Constitution are not punished for using the benefits they earned.

The contrast is just as clear inside the military. Under Biden, our military was dragged into a political experiment. Diversity, Equity, and Inclusion became a government-wide priority. Biden’s Pentagon pushed climate plans, pronoun guidance, and DEI bureaucracy while recruiting numbers and collapsed.

Our troops do not need political lectures. They need good training, safe housing, modern equipment, and leaders focused on bringing them home. They need a country that respects sacrifice more than social engineering. That is why House Republicans are pushing the military back toward mission, away from woke distractions, to restore a culture that honors service instead of apologizing for it.

We just passed the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, which, in addition to cutting nonsense DEI programs, provides $157 billion for our troops, veterans, and military families. It fully funds veterans’ health care. It invests in mental health, suicide prevention, homelessness programs, medical research, prosthetics, barracks, and military housing.

Yet for many veterans, no issue better symbolizes Washington’s failures than the catastrophic withdrawal from Afghanistan. Abbey Gate was a national tragedy, an unnecessary one. Thirteen American servicemembers were killed. Many more were wounded. Families were shattered. Veterans who carried that mission for 20 years watched the withdrawal collapse into chaos. I am so proud that one of the first bills I passed into law was to posthumously award the Congressional Gold Medal to the thirteen servicemembers who perished in that attack.

The Biden Administration wanted the photo op of ending a war. They ignored the cost. They prioritized optics over security. They handed terrorists a victory, abandoned our allies, and created a wound that many veterans will carry for the rest of their lives.

Republicans are still demanding answers because the families of the fallen deserve more than excuses. They deserve leaders who protect their rights, expand their care, honor their families, fix broken systems, and keep politics out of the chain-of-command. They deserve a country that remembers the fallen by respecting the living.

This Memorial Day, we remember the fallen. We pray for their families. We honor every American who gave everything for this country.

Remembrance must come with responsibility. A salute is not a substitute for a vote. Republicans will always ensure veterans have leaders who do more than just thank them.

Washington has spent decades treating the Hispanic community as a monolithic voting bloc rather than recognizing the economic dynamism of Hispanic-owned businesses and working families.

But as we saw firsthand during a Working Families Tax Cuts roundtable at Sergio’s restaurant in South Florida, Hispanic entrepreneurs are not asking for political slogans. They are focused on growing their businesses, hiring workers, and creating opportunity in their communities.

This is playing out in many family restaurants, contracting firms, nail salons, and neighborhood shops where families are building their futures from the ground up.

One of us comes from the world of small business and understands what it means to make payroll when employees and families are counting on you.?I still remember the day we finally had a surplus on our balance sheet — we celebrated it like the Super Bowl. For owners of small businesses, success is not just financial. Employees become extended family, and businesses become economic engines for the community.

Small businesses create opportunity, but they also create community. You watch employees build careers, raise families, send their kids to college, and sometimes see the next generation come back to work alongside you. That kind of investment cannot be measured only on a balance sheet.

Hispanic-owned businesses are one of the fastest-growing forces in the American economy. Census data shows Hispanic-owned employer firms account for nearly 496,000 businesses and $730 billion in receipts. Nearly all of them are small businesses built through long hours, risk-taking, and strong ties to their communities.

Too often, Washington treats Hispanic Americans as a political constituency first and an economic force second. But Hispanic entrepreneurs are looking for something more concrete: the freedom and certainty to grow their businesses, hire workers, and invest in their communities.

Despite unanimous Democratic opposition, Republicans made the 20 percent small business tax deduction permanent, protecting millions of job creators from tax increases and giving growing businesses greater certainty to invest and expand.

Without action, many growing small businesses would have faced a significant tax increase as key provisions expired. Instead, the Working Families Tax Cuts preserved the certainty small-business owners need to plan, hire and grow.

Republicans acted to protect small businesses from a major tax increase and strengthen policies that help workers and entrepreneurs keep more of what they earn. At Sergio’s, we saw what these policies mean in practice. Small-business owners want the freedom to grow, invest in their communities, and build something they can pass on to the next generation.

Washington should stop lecturing Hispanic Main Street and start respecting it.

Chairwoman McClain Applauds Funding to Upgrade Selfridge Air National Guard Base

Because while too many Democrats demonize police officers, excuse violent criminals, and side with chaos, Republicans are standing with the men and women who put on the badge and walk toward danger every single day.

And this week, we’re bringing bills to the Floor to support law enforcement and help keep our communities safe.

Let’s remember what this week is really about.

It’s about people. It’s about families.

It’s about heroes like Deputy Sheriff Bradley Reckling.

Deputy Reckling, from my hometown of Romeo, Michigan, was a nine-year veteran of the Oakland County Sheriff’s Office.

In 2024, he was ambushed and murdered in the line of duty, leaving behind his wife, three young daughters, and a baby on the way.

Deputy Reckling stood between violent criminals and innocent people. And he is exactly why we must Back the Blue.

Earlier this week, I joined the Oakland County Sheriff’s Department for a ride-along and spent time with Deputy Miehlke, who has served in law enforcement for more than twenty years.

We talked about House Republicans’ push for No Tax on Overtime and the difference it is making for officers and their families.

Because when officers put in extra hours protecting their communities, they deserve to keep more of what they earn.

But what stuck with me most was hearing that after twenty years on the job, his wife still worries every time he leaves for work.

That fear never fully goes away for police families.

And yet too many on the Left continue attacking the very people who stand between law and order and chaos.

Public safety matters.

Law and order matters.

And it is the brave men and women in law enforcement who make both possible.

This week, House Republicans are proud to honor our law enforcement officers and proudly say: We support the men and women in blue.

Chairwoman McClain Joins Oakland County Sheriff’s Office for National Police Week Ride-Along

National Police Week runs from May 10 through May 16, 2026, with Peace Officers Memorial Day observed on May 15. The week honors law enforcement officers who made the ultimate sacrifice and recognizes the men and women who continue to serve.

McClain, Dingell Lead Bipartisan Resolution Celebrating Michigan’s Victory in NCAA Championship Game

WASHINGTON— U.S. Representatives Lisa McClain (R-MI-09) and Debbie Dingell (D-MI06) led the introduction of a bipartisan resolution honoring the University of Michigan men’s basketball team for their victory in the 2026 NCAA March Madness tournament. On Monday, April 6, the Michigan Wolverines defeated the University of Connecticut Huskies to claim their first NCAA basketball title since 1989. The final score was 69-63.

McClain, Liccardo, Young, Cortez Masto Introduce Bipartisan Bill to Expand Affordable Financing for Local Communities

WASHINGTON— Today, Representatives Lisa McClain (R-Mich.) and Sam Liccardo (D-Calif.), alongside Senators Todd Young (R-Ind.) and Catherine Cortez Masto (D-Nev.), introduced bipartisan legislation to expand access to low-cost financing for critical community projects across the country.

The Municipal Investment and Neighborhood Transformation (MINT) Act restores and makes permanent authority for Federal Home Loan Banks to support tax-exempt municipal bonds used to finance essential housing-related infrastructure projects such as water systems, sewer upgrades, hospitals, and schools. This authority previously existed from 2008 to 2010 and helped finance nearly $4 billion in local projects before expiring.

“Communities shouldn’t have to pay higher borrowing costs simply because they lack access to Wall Street financing,” Rep. McClain said. “This bill levels the playing field by giving local lenders the tools they need to help their communities invest in infrastructure, health care, and economic development without putting taxpayers on the hook for higher interest rates. It will help unlock investment where it’s needed most.”

“As Mayor of San José, I saw firsthand how bonds help cities put more shovels in the ground on critical infrastructure,” Rep. Liccardo said. “The MINT Act cuts red tape and gives local communities a green light on projects that expand hospitals, rebuild crumbling bridges, and improve our children’s schools. I look forward to working with colleagues in both houses and both parties to pass this bill, and help deliver the resources our cities need to thrive.”

“The Federal Home Loan Banks play a critical role in providing reliable liquidity to financial institutions to make local economic projects possible. Our bill will restore a proven financing tool to help lower costs for community development projects in towns across America. Bureaucratic red tape should not stand in the way of local communities accessing affordable financing,” Senator Young said.

“For too long, communities across the country have had a hard time raising the funds they need to make improvements to sewer and water systems, hospitals, schools, and more,” Senator Cortez Masto said. “Our legislation unlocks more options for these communities that were previously unavailable to them and empowers the Federal Home Loan Bank system to better fulfill its mission to support community development.”

“The Federal Home Loan Banks appreciate Representative McClain’s leadership on this important legislation,” said Ryan Donovan, President and CEO of the Council of Federal Home Loan Banks. “The MINT Act permanently restores letters of credit supporting non-housing tax-exempt bonds as a proven tool that empowers local communities to finance critical infrastructure – including schools, healthcare facilities, water systems, and other essential projects – more affordably. For more than 90 years, the FHLBanks, through their more than 6,400 members, have been a critical financial partner to municipalities across the country and this legislation improves market access for community-based lenders, promotes private investment, and eases pressure on local taxpayers.”

The MINT Act allows community banks to partner with their regional Federal Home Loan Bank (FHLBank) to obtain a standby letter of credit backing municipal bonds. Because FHLBanks maintain strong credit ratings, this backing lowers borrowing costs for local governments. Importantly, FHLBanks are privately capitalized cooperatives, and the legislation does not create a federal guarantee or taxpayer liability.
